NULO is an attempt to define the core ontology of Web 3.0 in a practical, well defined, standardized and consistent way so that it can be shared and used among those users that generate ontologies and end-users that want to organize, exchange and share information resources. In a direct analogy to URL, NULO uses the term Uniform Symbol Representation, USR, to represent any kind of information resource. USR describes the notion of the topic term in the Topic Maps standard. USR will hopefully unify all kinds of symbol representation in the domain of informatics, including of course files and web pages.
