WODA is a semi-relational database for beginners to work on data and to learn database basis. With web-based GUI and CLI.Currently in rewrite using Bootstrap for web UI.
Built with beginners in mind, it is far easier than any other tool I know, while remaining powerful for advanced users (Perl langage is directly available).
Databases can be defined, maintained, added-to, modified, and queried entirely through the web interface without programming. It comes from the 90's and thus is very low in computer resources.
Žiga Turk, Woda original author, is also the creator of the famous Virtual Shareware Library (that later evolved into shareware.com) and the former Minister for Education, Science, Culture and Sports in the Government of Slovenia.
